We did indeed make these for her birthday. Very easy to do!
- Prepare cupcakes as you usually would (either from scratch or via a box)
- Melt chocolate chips in microwave and spread onto a cookie sheet
- Roll ice cream cones in chocolate until covered, set aside
- Shake star and moon shape sprinkles over cones (we found these at a party store) and use yellow frosting to make lightning bolt designs
- Place cones on top of frosted cupcakes
- voila!
